What is HAT?

 

     The Habeas Assistance and Training Counsel (HAT) are contractors funded pursuant to the Criminal Justice Act to provide consultation and litigation support services to Federal Defenders, courts, and private defense counsel appointed in capital federal habeas corpus proceedings. HAT counsel -- John H. Blume, Mark E. Olive, and Denise Young – are experts in capital habeas corpus proceedings, seasoned advocates before the United States Supreme Court in death penalty and habeas corpus cases, and nationally recognized as advisors to capital defense and habeas corpus lawyers.
