What is FDPRC?

The Federal Death Penalty Resource Counsel (FDPRC) are funded pursuant to the Criminal Justice Act to provide consultation and litigation support services to Federal Defenders, courts, and private defense counsel appointed in federal death penalty prosecutions.

FDPRC counsel monitor all federal capital prosecutions, recruit and recommend qualified defense counsel for appointment, develop and present training programs, and maintain and make available to appointed counsel comprehensive litigation support materials. In individual cases, a project lawyer is always available to discuss tactical options and legal questions. Upon request and to the extent time permits, project lawyers assist trial counsel with research, drafting of pleadings and instructions, and locating and working with experts and mitigation specialists.

FDPRC counsel – David Bruck, Dick Burr, and Kevin McNally – are experts in every aspect of capital trial and appellate work and are nationally known and recognized as teachers and mentors in the defense of capital cases.
