The Federal Death Penalty Resource Counsel (FDPRC) and Capital Resource Counsel (CRC) Projects are pleased to announce the Bryan R. Shechmeister Death Penalty College to be held July 25-30, 2009 at Santa Clara University, Santa Clara, California. This six-day trial skills program is the oldest annual death penalty trial practice college for defense counsel with pending capital trials, state or federal.

Attendees use their own cases as the "raw material" for this hands-on training. The sessions involve a combination of skills and concentrated trial preparation. The Office of Defender Services’ Training Branch provides financial assistance to a limited number of lawyers appointed under the Criminal Justice Act to represent clients charged with federal capital cases to attend this college.

Below is a financial assistance application for CJA attorneys. The deadline for applying for financial assistance is June 15, 2009, but enrollment is based on a first come, first served basis as well as on case related variables.

Fourteenth Annual National Federal Habeas Corpus Seminar

PROGRAM DESCRIPTION

This nationally-recognized program, the only one of its kind, focuses on representation in capital habeas cases in toto. Habeas experts discuss issue identification, investigation, factual and legal development and representation of claims, the use of mitigation and mental health experts, and substantive and procedural habeas corpus jurisprudence. The program is designed for, and attendance is limited to, Federal Defender staff, Criminal Justice Act panel attorneys, and state court practitioners who are currently appointed, or seeking appointment to, a capital habeas corpus proceeding.

SEMINAR REGISTRATION

FINANCIAL ASSISTANCE

Limited funds are available to cover airfare and/or lodging costs for individuals who require financial assistance to attend this seminar. You must be currently appointed to, or expect to soon be appointed to, a federal capital habeas case to be eligible for payment of your travel costs. To apply for financial assistance, you must complete the financial assistance application form that is attached to this email and submit it, along with the letter noted in the application, to Denise Young at dyoung3@mindspring.com or fax to 520-322-9706. Requests will be prioritized by financial need and the extent of the applicant’s involvement in federal capital habeas corpus representation. Please be sure you provide all required information and your application reaches us by June 24, 2009. Incomplete requests and those received after the deadline, will not be considered. If you apply for financial assistance, please do not make airline or hotel reservations until you are notified about a decision on your application and furnished with information on how to secure those reservations. You should receive notification about your financial assistance request by July 15, 2009.

PROGRAM DESCRIPTION

The conference is open to Federal Defenders in Federal Defender Organizations with CHUs, and Assistant Federal Defenders and Research and Writing Specialists working in those CHUs. Because this conference requires a great deal of individual work by attendees, attendance is limited to 35 participants. There are more than twice that number of lawyers working in CHUs nationally. Not all lawyers registered from each unit may be accepted for participation, but, taking into consideration unit sizes and the number of registrations and cancellations, every effort will be made to allocate Institute slots equitably among the CHUs.

If seeking financial assistance, please use the attached financial assistance application form, and note that there are a limited number of complete or partial scholarships provided for by the Cornell Death Penalty Project for the program. You must submit your completed financial assistance application for a scholarship to John Blume with Cornell Law School by July 10, 2009. You will be notified by July 15th if you've been awarded assistance.
